Based on public and agency comment on the Environmental Assessment, a Finding of No Significant Impact (FONSI) is currently being prepared. The FONSI is a decision document defining the Preferred Alternative and proposed mitigation. Following approval of the FONSI, design and construction can be implemented consistent with the Preferred Alternative.
