A. Initial construction (involving mobilization
measures such as utility locates and surveying) commenced in mid-January
2007. Project completion is expected in mid-2009. (Schedule has

A. There are numerous reasons why a new interchange is
necessary at Powers Boulevard and Woodmen Road, including:
- Relieve traffic congestion of outdated facility
- Separate traffic for safety and improved flow

- Construct roadways to accommodate future widening

interchange project?
A. The contract for this project
was awarded to R.E. Monks Construction Company of Colorado Springs,
CO. R.E. Monks has been a general contracting company for over 45
years and provides a vast array of services to the heavy highway
construction industry. One of their recent notable CDOT projects
was the Powers Boulevard connection to State Highway 83 and improving
the Shoup Road tie-in.
Q. What are CDOT’s top priorities
for this project?
A. Through the duration of the Powers/Woodmen
Interchange project, CDOT’s goal is to maintain traffic flow
during the construction. To lessen the impact of construction on
motorists, CDOT will:
- Maintain safety of the traveling public.
- Coordinate with city and county projects to ensure
a smooth transition
- Make communications a top priority and implement
comprehensive, proactive communications to keep the community
informed of construction activity and impacts throughout the duration
of the project.
- Keep the same number of lanes open on Powers
Boulevard and Woodmen Road during morning and afternoon peak travel
times on weekdays.
- Schedule work that requires roadway lane closures
only allowed during non-peak travel times (mostly night time hours).
- Use regional media outlets, such as radio and
television, in addition to using variable message signs (VMS)
to inform motorists of construction-related events.
- Post advisories detailing roadway or lane closures
and project updates on this Web site.
Q. What type of delays can a commuter expect
at the Powers/Woodmen intersection during Phase I of this construction
project?
A. The general public can expect
minimal delays, as during Phase I only slight lane shifts will take
place. Also, the majority of the construction work will take place
during off-peak commuter hours.

project and where are the funds coming from?
A. The anticipated project cost is
approximately $26 million, of which $16 million was from federal
ear-marked funds.
