Phase II of construction commenced in November 2007. The transition from the Phase I to Phase II configuration involved five steps. Step one is shown below. Phase II was completed ahead of schedule early June 2008.

Step One - Woodmen Road traffic shifted north to the newly constructed westbound road to allow for construction of the eastbound road. At that time, Woodmen Road traffic was one westbound lane and one eastbound lane. To ease congestion, both eastbound and westbound Woodmen Road travelers accessed northbound Powers Boulevard via the new ramp located east of the Powers/Woodmen intersection.
