Overview

To address the system reliability needs of an aging section of the US 285 Corridor, CDOT plans reconstruction of the existing pavement section and replacement of the twin bridge Structures over SH 121 (Wadsworth Blvd.). CDOT has selected the Design-Build contract delivery method to construct This Project. The project is funded. US 285, from Kipling St. to Sheridan Blvd., pavement has reached the extent of its service life (Remaining Service Life = 0) and needs to be replaced. In addition to this, the US 285 over SH 121 Structure shave been determined to be "Structurally Deficient" and are selected for replacement.

In addition to addressing the issues within the corridor, CDOT would like to take advantage of the opportunity this project provides to normalize the Design-Build project delivery process for projects of this size. Normalization will help make this tool more readily available for similar size projects, and increase the flexibility CDOT has to turn budget into capital improvements. The Design-Build delivery approach will provide the maximum flexibility for development of an innovative, cost effective design for the project. Key opportunities for innovation are available with project phasing, alternative pavement types, and bridge replacement. In addition, the Design-Build contractor will be able to propose a schedule and phasing scheme based on their optimized operational requirements.

CDOT has assessed the risk of this project in an effort to manage the amount of risk both the design-build team and CDOT incur. CDOT is also including opportunities for the eligible design-build teams to review the "Request for Qualifications" (RFQ) and the "Request for Proposal"(RFP), to allow industry input into the procurement process. These steps coupled with a "Best Value" selection process are to encourage a successful procurement of this project.
